Strategy statement 1998–2001

In 1998 ‘Working for health and well-being’, a strategy statement for the years 1998–2001, was launched by the Department of Health & Children.23 The change of title of the Department occurred in 1997, and is intended to reflect the commitment of Government to improvement of services for children and coordination of policy for children. The strategy statement has been developed in response to certain key challenges facing our health care services: there is growing consumer awareness and demand for high quality service; the disease risks associated with food and with blood products; ethical issues in reproductive medicine; an ageing population; public concern regarding care of children. Reflecting these challenges the key priorities set out by the Department are as follows:

(1) services for children;

(2) food safety, in the light of the bovine spongiform encephalopathy crisis and other food safety problems;

(3) enhancement of standards of safety in relation to blood and blood products; recent discovery of past contamination of Anti-D with hepatitis C has brought this issue to the fore in Ireland;

(4) continuing action to reduce mortality and morbidity from cardiovascular disease, cancer and accidents;

(5) development of a coherent policy position on the issue of abortion;

(6) development and improvement of services for older people and for persons with a mental handicap;

(7) structural and administrative reform with the health services.
